Eastern Region construction project inspector Lance Miller caught this image as a crew from Frank Gurney Inc. replaces guardrail in a coulee on SR 26.

He describes the scene, "About a week before a late wheat harvest, five miles west of Washtucna on SR-26. They were replacing old guardrail that was installed in the 60’s with new steel post rail."

For those of you out there already counting the days until the AGC Holiday Party in Tri-Cities, you will have to wait a few days longer. Due to a scheduling conflict, we have had to reschedule the party for Thursday, December 15th. We will still be at the Clover Island Inn and I look forward to seeing you all there!

The I-90/Beck Interchange project is the first in Idaho to utilize the State Tax Anticipated Revenue (STAR) legislation approved in 2007. The legislation allows private developers to initially fund projects before being reimbursed through sales tax revenue from the project.

An interchange connecting to an interstate highway system must obtain approval through the Federal Highway Administration. The I-90 Beck Road Interchange Justification Report, completed in October 2010, concluded that there is sufficient justification for a new interchange that would connect W. Pointe Parkway north of I-90 to W. Riverbend Avenue south of the freeway.

The project includes a bridge over the interstate and ramps accessing and exiting I-90 for both directions of travel. Other additions include improvements to the Centennial Trail that would prevent interrupted bike and pedestrian travel and also allow users to access the interchange.

I was not aware of this legislation, but it sounds like an interesting way to get some economic development transportation projects funded initially. What do you think of this type of partnership?
